creating new topics in forums

first we create the forum(subject or general heading like annual gathering) and then topics within those, like 2017, 2018

the topics are what generate the emails or notifications.

did you get this viv?

eventually we have to figure out what open and closed mean and what private and public mean so maybe merged diviners subjects closed and others open? or public and private?
